Deterministic execution

Runtime policy evaluation is deterministic, server-side, and explainable. It does not use AI APIs or language model inference.

Signal generation

Runtime signals identify low context, restricted scope, governance sensitivity, escalation candidates, and authority review requirements.

Authority routing logic

Policy may recommend manual review, authority review, or governance hold according to retained operational context and constraints.

Review confidence

Policy confidence is a routing signal, not an approval measure. It indicates how much context supported the runtime evaluation.

Review limitations

No automated approval guarantees are made. Human governance review may supersede runtime routing.

This doctrine describes public governance posture. It does not expose internal review surfaces, tokens, or operational request records.
